i thing pdf will do. just be sure is optimized for the web si it dont get very large in size.
every browser can view pdf and it’s readable than maybe a jpg.

If the documents are scanned into .jpg photo format, find an image compressor to compress the picture. Up to 30 or 50% compression will still leave a very readable image.
